Gov. Gavin Newsom on Monday vetoed legislation that would have forced the Judicial Council to consider new rules for detecting and handling evidence generated by artificial intelligence.

The requirement was part of SB 11, a broader bill that would have required AI product manufacturers to warn consumers that using the technology to digitally replicate voices or likenesses could make them criminally or civilly liable.

“Under certain circumstances, public disclosures and warning labels can play a key role in providing transparency to the public and mitigating harm,” Newsom wrote in his veto message. “In this case, however, it is unclear whether a warning would be sufficient to dissuade wrongdoers from using AI to impersonate others without their consent.”

The governor did not discuss SB 11’s AI evidence provisions in his message.
