Anyone can access any federal court document in America through Public Access to Court Electronic Records (PACER) which is the system for accessing federal court documents.
The going rate is $0.10 a page. That might seem low, but some experts estimate that it costs only half of one ten-thousandth of a penny to send out a page. According to the E-Government Act of 2002 the government can charge fees “only to the extent necessary” to provide “access to information available through automatic data processing equipment.”
